Lift Station Rehabilitation Project No. 1

Lift Station #17, located in right-of-way between 200 W. Monroe St. and W. Madison St., Port Isabel, is complete.
Lift Station #35, located at 350 Port Road next to ZIMCO Marine, is complete.
Lift Station #4, located at 33120 Washington Aveneue (Laguna Heights) has experience a delay in receiving its Control Panel. The Panel remains was scheduled  testing at Gorman-Rupp. Testing is scheduled for May 2024. Once Panel is received on site, Contractor will be able to proceed with electrical work and complete work.

 

 

 

 

 

 

 

 

 

 

 

 

 

Water Treatment Plant #1 Improvements (Port Isabel)

These construction improvements will replace the existing conventional sand filters, steel ground storage tanks, and high service pump station with a 5 million gallons per day (MGD) membrane treatment facility including the following improvements:
•    New raw water intake structure and pumps and Reservoir No. 1.
•    New microfiltration (MF) treatment system housed in a new facility,
o    Microfilration building foundation is complete, and masonry work has begun. Seawater process modifications have been released for fabrication with a scheduled delivery date of October 11, 2024. Seawater process modifications will add an additional 282 days to Contract Time, resulting in a Final Completion date of September 18, 2025. Start-up and commissioning will use surface water from the Rio Grande. Materials have been upgraded to prepare for a future diversion from the Laguna Madre Bay.
•    Equalization basin for the MF system,
o    Pending additional drilled piers installation and approval of seawater process modifications.
•    New high service pump station,
•    Chemical storage, containment, pumps, and piping systems,
•    Yard piping and associated valves, structures, and appurtenances,
•    Associated electrical, instrumentation, and Supervisory Control and Data Acquisition (SCADA) improvements,
o    Electrical duct banks are being installed & coordinated with AEP for electrical service.
•    Associated mechanical, structural, architectual, and plumbing improvements, and
•    1.5 million gallon (MG) pre-stressed concrete ground storage tank (GST).
o    Foundation modification from rammed aggregate piers to Controlled Modulus Column (CMC) Foundations is pending approval to proceed with work.

Laguna Madre Water District obtained additional funding through Texas Water Development Board’s (TWDB’s) Drinking Water State Revolving Fund to construct:
1.    Proposed Elevated Storage Tank #6 (600,000 gallons)
2.    Installation of a 1,250 kW backup diesel generator at Water Treatment Plant (WTP) 1 in Port Isabel.
3.    Replacement of the raw water transfer pump station from Laguna Vista to Port Isabel
4.    Upgrades to the high service pump station at Water Treatment Plant (WTP) 2 in Laguna Vista
5.    Decommission two streel ground storage tanks at WTP1 and one Elevated Storage Tank in Port Isabel.
On March 28, 2024, TWDB approved the Engineering Feasibility Report, which allows the agency to begin plan review. 100% plans were submitted to TWDB for review on Wednesday, April 10, 2024. District will proceed with bidding these contracts for construction upon TWDB Plan Review approval. Plan review will take about 60 days to complete.

Long Island Village

Drawings, Specifications, Forms of Contract, Bond and Bid Proposal for Sanitary Sewer, Water and Paving Improvements for Long Island Village Seawide Living Community were completed by SWG Engineering, LLC on April 2, 2024. District has issued advertisement for bids. A pre-bid conference for the project will be held on Friday, May 17, 2024, at 2 PM at the Long Island Village Arts and Crafts Rom located at 33772 S. Garcia St., Port Isabel, TX 78578. Bids will be publicly opened and read on Friday, May 31, 2024, at 2 PM at the Long Island Village Arts & Crafts Room. The Project includes the following work:
•    Sanitary Sewer – 21,584 linear feet of 8-inch lines with manholes
•    Sanitary Sewer – 2,200 linear feet of 6-inch cured-in-place pipe
•    Sanitary Sewer – Two Lift Stations and Force Main
•    Water – 22,642 linear feet of 8-inch lines with fittings
•    Paving – 47,223 SY of 1-inch overlay.

Notice to Proceed with construction will be issued after Award of Contract and receipt of Payment and Performance Bonds, approximately scheduled for July 8, 2024. Construction contract time is 540 days for Final Completion.
